As Texas’s population and infrastructure needs grow, TXAPA has expanded its approach to serving members, moving from a centralized model to a more regionally responsive framework.
This effort, known as regionalization, is designed to bring TXAPA’s support closer to where our members live and work. By placing experienced staff in strategic areas across the state and focusing on local outreach, we are creating a stronger, more accessible association that meets our members where they are.

TXAPA members' Region (and associated TXDOT District) have been automatically assigned based on their primary address. You can change or add additional districts/regions by editing your personal profile.

Why Regionalization?

Every region in Texas faces different environmental conditions, infrastructure demands, and agency expectations. Regionalization enables TXAPA to:

  • Provide tailored education and training aligned with local needs
  • Build and maintain strong relationships with TxDOT districts, cities, and counties
  • Respond quickly to field challenges and specification updates
  • Support local engagement with universities, students, and future workforce entrants
  • Extend TXAPA’s visibility and presence beyond the Austin-Buda corridor

This structure deepens our ability to serve all member categories—from contractors and producers to municipalities and consultants.

Regional and Special Projects Support

To lead this initiative, TXAPA has dedicated personnel focused on field outreach, regional engagement, and long-term technical innovation.

Meet Larry Peirce, Director of Special Projects

Larry leads TXAPA’s cross-cutting initiatives, spanning research, specification development, and innovation. He collaborates with TxDOT, universities, and national partners to:

  • Advance performance-based design approaches
  • Promote long-term pavement quality
  • Help TXAPA members stay ahead of evolving standards and best practices

Meet Sam Davis, North Texas Regional Director

Sam serves as a direct resource for members and agencies in North Texas. With years of experience in asphalt production, placement, and quality control, he supports:

  • Regional workshops and events
  • Technical assistance and specification education
  • Relationship-building with local agencies, engineers, and TxDOT districts
