Corey Schwarz Selected as TXAPA Chief Operating Officer

Dear TXAPA Members,
The Texas Asphalt Pavement Association (TXAPA) is pleased to announce that Corey Schwarz will assume the role of TXAPA Chief Operating Officer, reporting to CEO Harold Mullen. The addition of the COO role is a key component of the TXAPA Board of Directors’ long-range planning amid a multi-year trend of intentional growth for the Association. The Board formed a CEO Advisory Committee, comprised of the current TXAPA president and the five most recent past presidents, and engaged Vetted Solutions to conduct a nationwide search. Following that process, the committee unanimously recommended Mr. Schwarz, who brings more than a decade of proven leadership within the Association as Director of TXAPA’s Hot Mix Asphalt Center (HMAC). Please join us in congratulating him on this new chapter.
Before coming to TXAPA and the HMAC, Corey worked for a hot mix asphalt producer, a consulting engineering and inspection (CEI) firm, and ultimately served at TxDOT. This breadth of experience gives him a unique perspective across both the private-sector and public-agency sides of the industry, which he has brought to his work at the HMAC. During his current tenure of more than ten years as HMAC Director, Corey has overseen a period of remarkable growth and transformation.
Under his leadership, the HMAC has expanded its staff, modernized its facilities, and significantly broadened its reach. From the remodel of the Center led by 2018 President Albert Schlather to the development of virtual and online training capabilities led by 2020 President Geno Carrier, Corey has worked closely with TXAPA leadership and the Board of Directors to position the HMAC as a critical resource for the industry.
As the Center continues to grow, so too does the need for strategic oversight of its operations. With Corey stepping into this broader role, we are pleased to announce that Richard Izzo will serve as the new HMAC Director. Richard’s experience and familiarity with the Center position him well to lead its day-to-day operations and continue its strong trajectory.
This transition reflects the scale and complexity of the HMAC today and the opportunities ahead. This transition is a direct reflection of TXAPA’s commitment to growing and protecting our markets. CEO Harold Mullen’s leadership has built a strong foundation.
