Meet Dennis Turner, P.E.
TXAPA East Texas Regional Director
Since joining the Texas Asphalt Pavement Association (TXAPA) earlier this year, Dennis Turner, P.E., has been serving members, agencies, and industry partners across East Texas as Regional Director.
With more than 20 years of experience in pavement, materials, and geotechnical engineering, Turner brings extensive technical expertise and a strong understanding of the challenges facing both public agencies and the asphalt industry. His career has focused on helping translate pavement evaluation and design concepts into real-world decisions that improve construction quality, long-term pavement performance, and maintenance outcomes.
Before joining TXAPA, Turner served with ATLAS Technical Consultants, supporting TxDOT districts and local governments through construction engineering and inspection, materials engineering, and pavement engineering services. His experience includes oversight of more than $2 billion in transportation construction projects, forensic pavement evaluations, and maintenance planning for more than 150 miles of asphalt roadways in Harris County. He also played a key role in the 2022 Harris County asphalt specification update process, including the first major revisions to pavement thickness requirements in decades.
Turner is also well known throughout the industry as a presenter and instructor for engineering and public works audiences, including the Texas Public Works Association, ASCE, SAME, and the University of Texas at Austin. His presentations are recognized for connecting technical best practices with real-world field conditions and practical project constraints.
“I’m excited to continue working alongside agencies, contractors, and industry partners to support quality asphalt pavements across East Texas,” said Turner. “I’ve always enjoyed helping connect engineering concepts with practical, field-level solutions that improve long-term pavement performance.”

A licensed Professional Engineer in Texas, Turner holds both a M.S.E. in Geotechnical Engineering and a B.S. in Civil Engineering from The University of Texas at Austin.
