Proposed Dues Increase

A Letter from TXAPA's President

Dear TXAPA Members,

Last December, TXAPA shared a proposed adjustment to our membership dues structure. At that time, we also released a video message from 2025 President Eric Suarez and CEO Harold Mullen explaining why this investment is important for the future of the asphalt industry in Texas. As your 2026 President, I want to bring this conversation back to the forefront as we move toward a final vote this summer.

TXAPA has not raised membership dues in more than 12 years. During that same period, Texas has experienced tremendous growth, and the demands on our transportation system have expanded right along with it.

Texas is now in a period of historic transportation investment. With major infrastructure funding already approved, billions of dollars in roadway work are underway across our state. That creates a tremendous opportunity for the asphalt pavement industry. Capturing our share of that work does not happen automatically. It requires strong technical leadership, education, and consistent engagement with agencies across Texas. TXAPA exists to make sure asphalt pavement is positioned to compete and win.

Over the past year, TXAPA formed a working group to evaluate our financial needs and long-term strategy. The group reviewed dues structures from asphalt pavement associations across the country to ensure TXAPA is keeping pace with the national landscape. The group also evaluated the resources required to continue strengthening our industry’s position in Texas, including expanding regional engagement, investing in technical expertise, and supporting education, workforce development, and marketing efforts across the state.

The proposal was presented at the TXAPA membership meeting, where Regular Members, Major Associate Members, and Associate Members met separately to review the proposed structure, ask questions, and provide feedback. The discussion was thoughtful and constructive across all member categories. The response was overwhelmingly positive, with many members stating that TXAPA delivers exceptional value through its programs, technical leadership, and statewide engagement.

The attached document outlines the proposed dues structure for each membership category. As outlined in our bylaws, the proposed dues adjustment must be approved by a vote of Regular Members. That vote will take place in June and will determine if the new structure is adopted.

Between now and then, I encourage you to review the proposal and stay engaged in the discussion. TXAPA exists to serve its members and to ensure that asphalt pavement remains the pavement of choice across Texas.
